推廣病主法 醫師：能否就近及時諮商是關鍵
病人自主權利法將在明年正式施行，衛福部在去年3月起推動全台7家醫院試辦。參與試辦的南投醫院放射腫瘤科主任翁益強今天(1日)在參與相關座談會中表示，現行公告條文不利於偏遠地區民眾預立醫療照護諮商，他建議相關規定更多元化，讓民眾能就近且及時獲得諮商。
病人自主權利法將在明年1月6日上路，民進黨立委陳曼麗、前國民黨立委楊玉欣1日在立法院舉辦「病人自主權利法」政策施行座談會，除了邀請目前試辦的醫院報告臨床經驗及成果，許多關心這項議題的團體也參與討論。
一般以為偏鄉地區的老人家對於預立醫療決定的態度會較為保守，但參與試辦的衛福部南投醫院放射腫瘤科主任翁益強表示當地老人家都能接受這個觀念，只是法律規定必須先經過預立醫療照護諮商(ACP)才能簽署醫療決定，且二親等內親屬至少要有一人參與，南投較偏遠地區許多兒女都在別的縣市工作，很難在平常日陪父母到諮商門診，他建議諮商的地點應多元化。翁益強：『(原音)對一個比較鄉下地方，他可能兒女或是家人可能不是那麼常常居住在一起，這個要聚集跟執行又要來到醫院，所以我比較在意的是是不是到家裡就執行，或老人家剛好有狀況來到醫院住院，家人也陪伴，難得嘛，那時候是不是就可以執行，我覺得這個要多元化，不要用門診的概念。』
翁益強也指出，根據「提供預立醫療照護諮商醫療機構管理辦法」草案條文，能設立諮商門診的院所須有一般床300床以上、或是經醫院評鑑通過的醫院，但在偏鄉地區就只有衛生所，若衛生所能在醫院的支援下執行，不必一定要拉回醫院，就可以讓民眾就近進行，他並認為能否就近及時提供諮商將是這個法案未來能否順利推廣的關鍵。
另外，在座談會中，多位與會人士也提到諮商的費用問題，他們希望初期能由政府提供補助，以鼓勵民眾參與。
